A Teaching Topic in Leadership

Governing With a Minority and Planning for Post-Election Transitions

This teaching topic discusses the specific challenges faced by governments attempting to enact a legislative agenda in minority government situations. This topic discusses the role of formal and informal coalitions during minority parliaments. This topic also deals with the issue of post-election transitions, and specifically discusses the role of the professional bureaucracy during the lead-up to elections and the transition phase.
