Policy Actor  

The people involved in the policy process that have ideas about what the problems are and how best to proceed.

(Pal 2009; Shepherd 2009)


Policy actors can play multiple roles and be a part of a wide variety of policy domains and structures. Various actors may all have differing interests, levels of interest, stakes, perspectives (local, national, supranational), authorities (governmental, non-governmental, quasi-governmental), responsibilities, motivations (public or self-interest), and ideas about resolution to given problems or concerns.
