Focusing Events

Sudden catastrophes or crises that grab attention.

(Pal. Leslie. 2006. Beyond Policy Analysis: Public Issue Management in Turbulent Times, 3rd ed. Toronto: Nelson Education, p. 131.)

Most focusing events have to be supplemented by other factors such as receptive public mood, energetic politicians, interest groups willing to push the issue, or some sense that trends are developing beyond acceptable thresholds.
