The process of facilitating and operating in multi-organizational arrangements to solve problems that cannot be solved, or solved easily, by single organizations.

The focus of public management networks goes beyond studies of informal and intra-organizational networking among individuals to include inter-organizational entities that emerge from interactions among formal organizations. These bodies, according to the literature, tackle the most nettlesome of public problems and connect public policies with their strategic and institutionalized context.
