Citizen Participation 

Connotes direct participation of individual citizens and citizens’ groups in government decision making.

A closely related concept to citizen participation is "citizen engagement."

Citizen participation connotes direct participation of individual citizens and citizens’ groups in government decision making. It should be noted that the purpose of incorporating citizens in the decision making process is more to stimulate decision makers to take account of a wider range of considerations at an earlier stage of the policy process than to enable citizens to scrutinize the actual administration of government programs.
