Economist/Policy Analyst - Governance (09063)

Description
 

The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems. 

 

The OECD supports countries to promote good governance in the public sector. The key objective of the Public Governance and Territorial Development (GOV) Directorate is to assist OECD member and non-member countries to build more strategic, agile and action-oriented public sectors that improve the functioning of national economies and support growth.

 

The selected person will carry out economic research, policy analysis and studies and will contribute to work on governance reviews and partnerships, including peer reviews and case studies in OECD and non-OECD countries, and on the accession process of candidate countries.

 

He/She will report to the Head of the Governance Review and Partnership Division of the Public Governance and Territorial Development Directorate (GOV).

 

Main Responsibilities

 

Policy Analysis and Drafting

• Contribute to public governance reviews and in particular to the analysis of multilevel governance systems in OECD and non-OECD countries.
• Co-ordinate thematic policy reviews in OECD and non-OECD countries.
• Support the preparation of Technical Reviews for consideration by the three GOV Committees on candidate countries that have been invited to begin the Accession process to join the Organisation as a Member-State.
• Undertake research, interpret data, draft reports and develop policy recommendations.
• Present the Division’s work at committee and working party meetings serviced by the Division.

 

Project Management

• Manage both the substantive and organisational aspects of projects to ensure timely and professional delivery of outputs.
• Plan and conduct study missions, meetings and conferences.
• Co-ordinate and supervise contributions from external consultants and colleagues on relevant projects.


Liaison and Representation

• Establish and maintain professional contacts with other parts of the OECD, research and government institutions in OECD member countries, key organisations and individuals outside the OECD, in the field of regional development.
• Liaise effectively with different units and divisions across GOV on files related to the Accession process of candidate countries.
• Participate in fact-finding, peer-review and data collection missions to Accession countries and to countries under review.
• Represent the Division in relevant international events and deliver presentations and/or papers.

 

Contribution to the Work Programme

• Contribute to the overall development of the Division's Programme of Work.

 
Candidate’s profile

 

Academic background

• An advanced university degree in a subject of direct relevance to public governance and economics.

 

Professional background
• Three to seven years’ experience in research and analytical activities, with a strong policy analysis focus. Work experience in a national public administration and/or in an international context, would be an advantage.
• Experience in the design and implementation of public policies.
• Experience in national public governance issues.
• Excellent knowledge of and practical experience with international comparative data analyses.

 

Languages

• Excellent knowledge of and drafting ability in one of the two official languages of the Organisation (English and French). Working knowledge of the other language.

• Knowledge of other OECD member-country languages would be an advantage. Oral and written fluency in Spanish, Russian, Arabic or Latvian will be considered an asset.

Contract Duration

 

One year fixed term, with the possibility of renewal.

 

What the OECD offers

Monthly base salary starting from 6 711.44 EUR exempt of French income tax, plus allowances based on eligibility.

 

NB: The appointment may be made at a lower grade if the qualifications and professional experience of the selected applicant correspond to that grade; in this case, the duties and responsibilities assigned will be adjusted accordingly.
