Program Comparison Highlights

Institutional Structure: ANZSOG is a collaborative effort of various Universities (both public policy and business schools) and governments in Australia and New Zealand. ANZSOG administers a limited number of courses itself, while most courses are offered through partner Universities.

Curriculum Design: ANZSOG's EMPA is designed for mid-career professionals. The ANZSOG curriculum is heavily case-based.

Developed in consultation with public sector CEOs across Australia and New Zealand, the EMPA aims to produce world-class public sector managers. The program offers high-potential and aspiring leaders a thorough grounding in the theory and practice of public administration. Additionally ANZSOG also offers the Executive Fellows Program (EFP) and Towards Strategic Leadership (TSL), and in partnership with the Australian Centre of Excellence for Local Government (ACELG), ANZSOG delivers the Excellence in Local Government Leadership Program (ELGLP) and a suite of shorter Executive Education workshops

MPA Degree Requirements

Summary:  “The EMPA is a two-year postgraduate qualification. Students are required to complete: a core curriculum of 8 subjects including an applied research project – the Program’s capstone experience subject – Work-Based Project; a required subject on public sector financial management (to be taken with member universities); two electives chosen strategically from the subjects offered by member universities to enhance the core curriculum and cater to individual needs. The program draws on case studies and practical exercises with interactive teaching methods, delivered by leading academics and guest speakers with extensive government experience.” (At, accessed 3 September 2014.) Successful applicants are selected by ANZSOG, which then assists students to seek enrolment at the partner university of their choice. The ANZSOG cohort is comprised of students at multiple partner universities.

Both the required "public sector financial management" course and each of the two elective courses are chosen from offerings of participating universities.

Duration: Two years, part-time requiring roughly 30-35 days absent from work, 40 hours of instruction within each course, and an estimated ("at least") 80 hours of independent study for each course. (At, accessed 7 September 2014.) 

Academic Prerequisite: Applicants must meet the Masters degree entry requirements of the partner university to which they have applied, and in many cases are required to have at least five years of relevant work experience.

Professional Development and Career Support: Mentoring and networking are highly advertised by the program. As participants all come from within the public sector, the effort is on maximizing future opportunities as opposed to securing candidates’ first job(s).

Applied Projects: Yes. A capstone experience, the "Work-Based Project", involves candidates "working in cross-jurisdictional teams... to define a real-life research problem from [a topic selected by ANZSOG government partners], gather data, formulate options and make recommendations" (from, accessed 30 March 2015).

As noted on the Course Map, it is evident from the brief course descriptions that each of the ANZSOG core courses will include topics on a range of subjects. Although there are in fact a very large number of potential elective courses (from the participating universities) available, we have treated the three electives as generic and assigned them to one of the subject areas with the view to reflect a likely distribution of effort among the domains.
