Nongovernmental organizations, sometimes for-profit and sometimes non-profit, dedicated to research and discussion of policy issues with the wider public and decision-makers. The parliamentary system tends to be more closed to outside influences than the U.S. congressional system, and so the "evaluation climate" created by vibrant and vocal think-tanks is not as rich in Canada as it is in the U.S.
