Standard Error

The average variation of the estimate of the mean (estimated from the sample) above or below the true value.

As the sample being examined gets larger and larger, the sample gets closer and closer to the actual population, and the standard deviation gets smaller and smaller. If the sample is the entire  population, the standard deviation of the estimate of the mean is zero.
     
Standard Error
