Problem Structuring

The intellectual process of shaping the problem definition.

Pal, 2006, p. 132

The intellectual process of shaping the problem definition. Dunn (2008) points out that problem structuring is a central guidance system or steering mechanism that affects the success of all subsequent phases of policy analysis. Many policy analysts may fail more often because they solve the wrong problem rather than because they choose the wrong solution to the right problem (in Pal, 2009).
