Prime Minister

The head of an elected government; the principal minister of a sovereign or state

A prime ministers is elected by party members, but is not the head of state. The prime minister chairs cabinet meetings, establishes Cabinet processes and procedures, sets the Cabinet agenda, establishes the consensus for Cabinet decisions, appoints and fires ministers and deputy ministers, establishes Cabinet committees and decides on their membership, exercises virtually all powers of patronage, articulates the government's strategic direction as outlined in the Speech from the Throne, represent Canada abroad, establishes the proper mandate of individual ministers, decides all machinery of government issues.
