Policy Statement
A statement that sets the goals that are to be achieved by a particular policy and indicates the instruments whereby the goals are to be achieved.

A policy statement defines the problem, sets the goals that are to be achieved, and indicates the instruments or means whereby the problem is to be addressed and the goals achieved. Policy statements are normally fairly abstract and general and must be actualized through an implementation process that elaborates programs and activities to give the policy effect.
