Policy Capacity 

The institutional ability to conduct policy analysis and implement its results effectively and efficiently.

Not only do governments participate in developing policy capacity and good governance; many foundations, private actors, and nongovernmental agencies supporting a host of initiatives to develop democracy and capacities also participate in this process.
