Policy Development 

The process of shaping policy initiatives, from problem recognition to implementation and evaluation

It is almost universally acknowledged that citizens today want a more direct stake in both policy development and program implementation, and that they are achieving this through tools such as the internet that give nongovernmental organizations and the private sector unprecedented and instant access to materials and information that would have previously been only in government hands.
