Line Departments 

Departments of the government that provide services directly to Canadians and do not have the authority or mandate to direct other departments in their operations.

Line departments are distinguished from central agencies, the four agencies of the government that have a central coordinating role. Central agencies have either formal or informal authority over line departments and often direct their actions.
