Intrastate federalism is regarded as the representation of regional or provincial interests within the institutions of the central government. Unlike interstate relations, which refer essentially to the practices of intergovernmental relations and executive federalism, intrastate federalism is the capacity of the national government to provide opportunities for those interests to be represented in national decision-making.
