Expenditure Management System

An integrated and secure budget office system that supports the Treasury Board of Canada, Secretariat (TBS) in fulfilling its expenditure management role.

The Expenditure Management Information System (EMIS) is an integrated and secure budget office system that supports the Treasury Board of Canada, Secretariat (TBS) in fulfilling its expenditure management role. The outputs of EMIS include Main Estimates, Supplementary Estimates and Governor General Special Warrants.

There are four components to EMIS centered around the Program Activity Architecture (PAA).   Together these components support:

·         Management, Resources and Results Structure (MRRS) implementation

·         Program management (Program Sectors)

·         Comptrollership (Comptroller General)

·         Fiscal discipline (Finance Canada)
