Compliance Costs 

Costs incurred by an individual to meet regulation requirements which are over and above any required payments and distortion costs.  These costs would disappear if the regulation was withdrawn.

Examples can be the costs of acquiring sufficient knowledge to meet obligations, the time required to fulfill obligations, fees to experts or advisors, incidental expenses such as travel costs and psychological costs - the stress and anxiety experienced.
