Citizen Engagement

Bringing citizens and groups directly into the decision-making and policy implementation process.

Pal 2006, p.181

It means extending participation in decision making beyond the traditional actors, interest groups, social movements, and voluntary associations in order to involve the 'ordinary citizen' - the citizen acting as a representative of himself or herself.
