Attrition 

A separation (exist or departure) of employee from the Public Service other than departure under existing incentive programs or due to devolution and privatization.

Often referred to as “natural attrition”, some organizations assume an annual attrition rate of 4.5 percent. This could vary, depending on the size and nature of your organization, freezes, downsizing, restructuring, and economic and political changes.
