The extent to which a reasonable causal connection can be made between a specific outcome and the activities and outputs of a government policy, program or initiative

Attribution refers to that which is to be credited for the observed changes or results achieved. It represents the extent to which observed effects can be attributed to a specific intervention taking account of other interventions, confounding factors (anticipated or unanticipated), or external shocks.
